Assessment of the contribution of agriculture to the socio-economic development of the Republic of Mordovia | Оценка вклада сельского хозяйства в социально-экономическое развитие Республики Мордовия

Английский. The study purpose is to assess the contribution of agriculture to the socio-economic development of one of the leading agro-industrial regions of Russia, namely the Republic of Mordovia. A system of indicators was formed reflecting the contribution of the industry to the gross regional product, the export potential of the regional economy, employment, the formation of monetary incomes of residents of the region, as well as the prospects for the development of the industry. As a result of analysis is has been confirmed that agriculture is a key economy sector of the Republic of Mordovia, and the role of this industry in ensuring the socio–economic development of this region has been increasing over the years. An increase in the share of the industry in the gross regional product, an improvement in the situation on the rural labor market, an outstripping increase in wages for agricultural workers, an increase in efficiency and investment attractiveness of the industry, and an increase in the share of industry products in the export structure were revealed. The main limitation in the development of agriculture and its contribution to the socio-economic development of the Republic of Mordovia is the shortage of manpower. Due to the imposed economic sanctions, there is a threat of increased depreciation of fixed assets and reduced productivity. A package of measures is suggested to maintain high rates of agricultural development in the Republic of Mordovia, aimed at reducing dependence on imports, increasing production and sales, attracting and retaining population and specialists in rural areas, improving the training system for agriculture, solving the problem of labor shortage, etc. It is also recommended to develop organic farming and rural tourism in the region.

Русский. Цель исследования – оценить вклад сельского хозяйства в социально-экономическое развитие одного из ведущих агропромышленных регионов России, а именно Республики Мордовия. Была сформирована система показателей, отражающих вклад отрасли в валовой региональный продукт, экспортный потенциал региональной экономики, занятость населения, формирование денежных доходов жителей региона, а также перспективы развития отрасли. В результате анализа подтверждено, что сельское хозяйство – ключевая отрасль экономики Республики Мордовия, и роль этой отрасли в обеспечении социально-экономического развития данного региона с годами усиливается. Выявлено увеличение удельного веса отрасли в валовом региональном продукте, улучшение ситуации на сельском рынке труда, опережающий рост оплаты труда работников сельского хозяйства, повышение эффективности и инвестиционной привлекательности отрасли, увеличение доли продукции отрасли в структуре экспорта. Главным ограничением в развитии сельского хозяйства и его вклада в социально-экономическое развитие Республики Мордовия является нехватка рабочей силы. Из-за введенных экономических санкций существует угроза увеличения износа основных фондов и снижения производительности. Предложен комплекс мер по поддержанию высоких темпов развития сельского хозяйства в Республике Мордовия, направленных на снижение зависимости от импорта, увеличение объемов производства и реализации продукции, привлечение и закрепление населения и специалистов в сельской местности, совершенствование системы подготовки кадров для сельского хозяйства, решение проблемы дефицита рабочей силы и др. В регионе предлагается развивать также экологическое земледелие и сельский туризм.
