In recent years, China's pelagic fishery has accelerated industrial transformation and upgrading in steady development, and has played a positive role in meeting the growing domestic demand for seafood, alleviating the intensity of offshore fishing, promoting multilateral fishery cooperation, and safeguarding national marine fishery rights and interests. According to the empirical results, the 11 provinces are divided into three levels: Shandong, Fujian and Zhejiang are the first level, and the competitiveness of pelagic fishery is the strongest; Guangdong and Jiangsu are at the second level, and the competitiveness of pelagic fishery is strong. Shanghai, Liaoning, Guangxi, Beijing, Hebei and Tianjin are the third level, and the competitiveness of pelagic fishery is weak. It is suggested that all provinces innovate and improve pelagic fisheries engineering equipment, cultivate the market of pelagic fishery aquatic products, strengthen technological innovation and policy support, and promote the development of the whole industrial chain.
