Experiencias y percepciones de los actores involucrados en la estrategia de Atención Primaria en Salud en el Departamento de Cundinamarca, 2024 | Experiences and perceptions of the actors involved in the Primary Health Care strategy in the Department of Cundinamarca, 2024

Este documento se basa en un estudio de carácter cualitativo, que analiza experiencias y percepciones de los actores involucrados, asociadas al ejercicio de territorialización de la estrategia de atención primaria en salud (APS) y el plan de intervenciones colectivas (PIC) en el departamento de Cundinamarca durante el año 2024, en el marco de la normatividad vigente de Colombia Resolución 518 de 2015, Resolución 3280 de 2018, Resolución 295 de 2023, Ley 1438 de 2011, Ley 1438 de 2011. Como parte del proceso metodológico se realizaron entrevistas semiestructuradas a los actores involucrados que permitieron obtener información valiosa desde su experiencia y percepción con el fin de comprender los avances y posibles desafíos de la estrategia en cada uno de sus territorios, con el fin de garantizar el mejoramiento en la prestación de servicios para el cuidado integral de la salud. En el marco del desarrollo de la investigación se identificaron grandes fragmentaciones en la implementación de la estrategia APS en los territorios del Departamento, que motivan una transformación del ejercicio de abordaje, incorporando acciones mucho más pertinentes que transversalicen los enfoques y que atiendan las necesidades de estos territorios de acuerdo con sus complejidades y particularidades.

This document is based on a qualitative study, which analyzes experiences and perceptions associated with the territorialization exercise of the primary health care (PHC) strategy and the collective intervention plan (PIC) in the department of Cundinamarca during the year 2024, within the framework of current Colombian regulations Resolution 518 of 2015, Resolution 3280 of 2018, Resolution 295 of 2023, Law 1438 of 2011, Law 1438 of 2011. Through the application of 15 semi-structured interviews with the health secretaries, PIC Coordinators or Managers of State Social Enterprises (E.S.E), one for each health region in the department of Cundinamarca, making contributions that allow improving territorial management in the territory, in order to guarantee the improvement in the provision of services for comprehensive health care. Within the framework of the research development, great fragmentations were identified in the implementation of the PHC strategy in the territories of the department, which motivate a transformation of the approach exercise, incorporating much more pertinent actions that transversalize the approaches and meet the needs of these territories according to their complexities and particularities.
