The implementation of the ballast water management convention in the Adriatic Sea through States' cooperation: The contribution of environmental law and institutions Полный текст

The Adriatic Sea, a semi-enclosed and vulnerable environment, deserves special attention regarding the risk of introducing Harmful Aquatic Organisms and Pathogens via ships' ballast water as new species findings occur at an alarming rate. This species introduction vector was addressed with the 2004 International Convention for the Control and Management of Ships' Ballast Water and Sediments, which entered into force in 2017. The efficient implementation of this convention calls for Adriatic States' cooperation on environmental specifics that have not been dealt with neither by national nor by international measures yet. Based on legal and institutional data gathered, and considering the regional maritime traffic and environmental specifics, this paper reveals that the integration of current environmental law commitments as well as a better dialogue between public institutions from shipping and environmental sectors may foster the implementation of ballast water management obligations through appropriate Adriatic States' cooperation.

Microfibers are a common type of microplastic. One known source of microfibers to the environment is domestic laundering, which can release thousands of fibers into washing machine effluent with every wash. Here, we adapted existing methods to measure the length, count and weight of microfibers in laundry effluent. We used this method to test the efficacy of two technologies marketed to reduce microfiber emissions: the Cora Ball and Lint LUV-R filter. Both technologies significantly reduced the numbers of microfibers from fleece blankets in washing effluent. The Lint LUV-R captured an average of 87% of microfibers in the wash by count, compared to the Cora Ball which captured 26% by count. The Lint LUV-R also significantly reduced the total weight and average length of fibers in effluent. While further research is needed to understand other sources of microfiber emissions, these available technologies could be adopted to reduce emissions from laundering textiles.

Arsenic (As) is a naturally occurring element in the Earth’s crust. Both anthropogenic and natural processes can release As into sources for drinking water supply. A substantial epidemiological evidence is available to support that the chronic exposure to high concentrations in drinking water (> 10 μg/L) is associated with several detrimental effects on human health including skin lesions [1] and cancer of the lung [2], bladder [3], kidney [4], and liver [4]. Furthermore, dermatological, developmental, neurological [5], respiratory [6], cardiovascular [7], immunological [8], and endocrine effects [9] as a result of chronic exposure to high As concentrations have been reported. However, there remains considerable uncertainty on the chronic risks due to As exposure at low concentrations (< 10 μg/L) and the shape of the dose-response relationship [10, 11]. It is therefore crucial to question whether the 10 μg/L limit ensures protection of human health from the adverse health effects of As.

Plastic debris in the oceans is a major and growing problem in global environmental pollution. There are increasing concerns that plastic debris is a source of contaminant, either added during manufacturing or adsorbed from the environment. However, there is little information about the acute toxicity of leachates from plastic debris on marine organisms. In this study, we conducted experiments to evaluate the toxicity of leachates from two single-use polyethylene plastic bags (PB1 and PB2) with the embryo and larvae of the commercial clam Meretrix meretrix. Results showed that fertilization of the embryos was not affected by plastic leachates, but the developments of D-veliger larvae, including survival, deformity, and shell height, were significantly affected by plastic leachates from both PB1 and PB2 compared to the controls of filtered seawater. We speculate that compounds leaching from plastic bags are responsible for the observed toxicity. Therefore, leaching toxicity from plastic debris should be considered when assessing the risks of plastic pollution in the oceans.

The degree to which droplet shedding (tip-streaming) can modify the size of rising oil droplets has been a topic of growing interest in relation to subsea dispersant injection. We present an experimental and numerical approach predicting oil droplet shedding, covering a wide range of viscosities and interfacial tensions.Shedding was observed within a specific range of droplet sizes when the oil viscosity is sufficiently high and the IFT is sufficiently low. The affected droplets are observed to reduce in size, as smaller satellite droplets are shed, until the parent droplet reaches a stable size.Shedding of smaller droplets is related to the viscosity-dominated modified capillary number (Ca′), especially for low dispersant dosages recommended for subsea dispersant injection. This, in combination with the IFT-dominated Weber number (We), characterise droplets into three possible states: 1) stable (Ca′ < 0.21 &We<12); 2) tip-streaming (Ca′ > 0.21 &We<12); 3) unstable and subject to total breakup (We>12).

The concentrations of nine heavy metals accumulated in different organs of two crab species collected from the South East coast of India were estimated. The order of trace metal concentration in different organs of Portunus pelagicus was Cu > Mn > Cd > Ni > Pb > Co > Hg = Cr = U in gills, Cu > Mn > Cd > Ni > Pb = Co > Hg > Cr = U in hepatopancreas, and Cu > Cr > Ni > Mn > Cd > Pb > Co > Hg > U in muscles, whereas that for Portunus sanguinolentus was Cu > Mn > Cd > Ni > Pb > Co > Hg > Cr = U in gills, Cu > Mn > Cd > Ni > Pb = Co > U > Cr = Hg in hepatopancreas, and Cr > Cu > Ni > Mn > Cd > Co > Pb > Hg = U in muscles. The order of trace metal uptake for different organs was gills > hepatopancreas > muscles. Individual mean bioaccumulation index (IMBI) values varied between 0.0 and 0.52, 0.0 and 0.28, and 0.06 and 0.30 for gills, hepatopancreas, and muscles, respectively. Cr in muscles of P. sanguinolentus and Cu and Cd in all organs of both the species were found to be higher than the maximum permitted concentration recommended by food safety guidelines. Target hazard quotient (THQ) results suggested that there is a potential risk due to Co, Cd, and Cr, particularly for children, if the crab consumption frequency is more than once a month.

The ballast water management convention incorporates principles of risk assessment. A new ballast water management risk assessment model was developed to support the implementation of most efficient management measures, which we also present as a flowchart decision support system model. The risk assessment model was tested using data from port baseline surveys where available, and real shipping and ballast water discharges data. The here presented ballast water management risk assessment and possible management options are applicable elsewhere to support and improve complex decision making in the implementation of management requirements according to the ballast water management convention. If needed, the model may easy be adapted to address local specifics in any other region or area.

Knowledge about the occurrence of emerging organic micropollutants in the marine environment is still very limited, especially when focusing on the Belgian Part of the North Sea (BPNS). This study therefore optimized and validated a Speedisk® based SPE and LC-Q-Orbitrap HRMS method to tackle the challenge of measuring the expected ultra-trace concentrations in seawater. This method was applied to 18 samples collected at different locations in the open sea and harbor of the BPNS. Forty-eight compounds, among which several pharmaceuticals, personal care products or pesticides described in the EU Watchlist, were detected – some for the first time in seawater – at concentrations ranging up to 156 ng L⁻¹. Moreover, the untargeted screening potential of the newly developed HRMS method was highlighted by revealing the presence of up to 1300 unknown components in a single sample and by assigning molecular formulae to those components demonstrating high discriminative potential between samples.

This study estimates levels of marine litter including plastics (macro-, meso- and microplastics) in sediments collected in shallow marine water from Croatia (Central Adriatic Sea). Selected sampling areas are characterized by different human pressure: Silba is highly stressed by tourism while Grebena is listed as marine protected area (MPA) of future institution. Obtained results on marine litter in sediments are correlated to ecological features recorded in each sampling site. Marine litter in collected sediments ranged within 180–528 items/kg d.w. Macroplastics were not recorded while mesoplastics were 1.3–4.8%. On a general basis, fibres are higher than microplastics. In Južni Greben, level of fragments higher than fibres was recorded. A slight significance of the factor “water depth” was evidenced by the statistical analyses exploring relationships among marine litter and ecological features. Furthermore, Silba and Grebena Islands showed a significant different assessment of size, shape and colour features. These results suggest different sources/dynamics affecting marine litter recorded in marine areas stressed by tourism compared to MPA.

In this study, abundance, distribution and composition of floating and seabed macro and micro litter in the Central Adriatic Sea were assessed. Floating macro litter observations were made. Floating and seabed micro litter were sampled with manta net and Van Veen grab, respectively. Micro litter particles visually found under the microscope were chemically analyzed with Fourier Transform Infrared microscope. Average calculated concentrations of floating macro (175 items/km2), floating micro (127 thousand particles/km2) and seabed micro litter (36 particles/100 g dry weight) show similar values as other published studies from the Mediterranean Sea. A statistically significant (p < 0.01) correlation between the floating micro and macro litter concentrations was found for the sites located in the channel waters. Disagreement between model and observations revealed gaps in our knowledge concerning the sea circulation and litter sources. Simultaneous samplings and observations of marine litter in different marine compartments proved possible, efficient and informative.
