The current state, problems and prospects of the use of land resources of Ukraine in conditions of war

The pre-war state of land resources in most of Ukraine was characterized as strained, and sometimes critical, with a tendency to deteriorate, which significantly complicated the socio-economic development of Ukraine and its regions and negatively affected the landscape and biological diversity, health and living conditions of the population. The article examines topical issues of problems and prospects for the use of land resources of Ukraine in the conditions of martial law and post-war reconstruction. As a result of Russia’s military aggression, Ukraine faced mass shelling, missile strikes, radiation contamination, air pollution, littering of territories, unburied or chaotically buried bodies of the dead, mining and other challenges. This has led to aggravation of economic, environmental and social challenges of food supply both in Ukraine and in the world. In connection with military actions, the land resources of Ukraine are subjected to large-scale destruction, deterioration of the soil quality, degradation processes are intensified, land resources are damaged, owners and land users suffer material losses. Agricultural lands suffered two significant types of damage – mine contamination, both on the frontline and in occupied (or formerly occupied) territories, and direct physical damage, from contamination by mines and unexploded ordnance. As of March 20, 2022, the area of damaged soil cover was 6,582.0 hectares, out of 1,655,845.3 hectares of surveyed arable land. For rational use and protection of land, restoration of soils and improvement of their fertility, preservation of productive, ecological and social functions of soil cover, the following important measures should be implemented: actualization of scientific research on the restoration of degraded soils, in particular in the direction of studying the impact of armed aggression of the Russian Federation on the soil cover of Ukraine; determination of the current state of soil health; improvement of the methodology for determining the amount of damage and losses to land and soil resources caused by armed aggression; development and pilot implementation of rehabilitation technologies for war-damaged soils.

This study aims to develop a methodology for determining and calculating the limit size of agricultural land plots that can be leased by individuals and legal entities of the Republic of Kazakhstan. The article substantiates agricultural production after the current long-term lease terms end. The basic condition is the formation of land use, in which there is a close dependence on conditions and factors of production, where land, material resources, and labour are in certain proportions and balanced. The main criteria for determining the limiting sizes of land are: land area, leased to a single entity should not exceed 1/3 of the area of farmland rural district specific administrative area, and the physical person no more than 15% of the area of agricultural enterprises of the same specialization. Emerging land uses should be subject to zonal specialization by natural and agricultural zoning; take into account the minimum thresholds for the area of crop rotation in the crop production sectors and the size of livestock in herds of different types of livestock by the breed composition in the livestock industry.

Aspects and factors of agricultural land transformation are analysed in the work. Taking into account the world experience of land transformation, directions for improving the development and control system of land management projects implementation in Ukraine are offered. The compliance issue by land users with established types of agricultural land according to the data of state registers is highlighted. Nowadays, land management projects that provide ecological and economic substantiation of crop rotation and land management make it possible to develop environmentally safe and economically feasible land use projects. In production, the above-mentioned projects are sometimes used to transfer ecologically stabilizing lands (pastures and hayfields) to arable land. This is controversial to all recommendations, conventions and programs that emphasize the need for reduced ploughing of the territory. It is necessary to improve the control mechanisms of crop rotation and agrotechnical environmental protection measures. The introduction of land plots agricultural passports is an important but insufficient measure. The remote sensing data of the earth and the use of modern geoinformation technologies should become part of the state control over compliance with land management projects. There is already experience of using various indices at the state level to decipher agricultural crops. As a result of the research, we came to the conclusion that the use of land remote sensing data and modern geoinformation technologies in land management will make it possible to bring the indicators of ploughed areas to a rational level, while not creating artificial restrictions on economic activity. The study aimed to develop a methodology for determining zones of intra-field heterogeneity for precision farming. In this study, we took into account the Belarussian national land use system which provides for the absence of private ownership of agricultural land. The spatial distribution of intra-field heterogeneity zones within the land use area of 7549.49 thousand hectares was identified using the analytical hierarchy process (AHP). The algorithm for determining zones of spatial heterogeneity provides for: (1) the selection of indicators and their ranking; (2) developing a pairwise comparison matrix, (3) estimating relative weights and (4) assessing matrix consistency. It is recommended to use data from agrochemical soil studies which are conducted centrally every 4 years for each agricultural enterprise as input parameters. These data include the humus content in the soil, the content of available phosphorus and potassium, soil pH, and the content of B, Cu, Zn, Ca, and Mg. The data should be carefully examined using spatial statistics tools to provide a more accurate delineation of the management-zones boundaries. The developed technique makes it possible to determine fertile and marginal areas within each field and differentiate the use of fertilizers, taking into account the presence of intra-field heterogeneity. This will reduce the total cost of purchasing and applying phosphorus fertilizers by 34 $·haE−1 and potash fertilizers by 9 $·haE−1 due to the redistribution of the fertilizer dose calculated for the planned yield, taking into account the identified site-specific management zones. At the same time, the level of chemical pressure per hectare of arable land will decrease by 6.7% without loss of crops productivity.

All land of the Republic of Belarus can be classified by categories (7 categories), types of lands (14 types), land users, forms of ownership and types of rights to land plots. The total area of land in the Republic of Belarus is 20760 thousand hectares, including agricultural land occupies 9103.0 thousand hectares (43.8%) of the total area of the republic; settlements, horticultural associations, dacha cooperatives – 849.0 thousand hectares (4.1%); industry, transport, communications, energy, defence and other purposes – 622.2 thousand hectares (3.0%); environmental, health, recreational, historical and cultural purposes – 868.7 thousand hectares (4.2%); forest fund – 8656.4 thousand hectares (41.7%); water fund – 37.3 thousand hectares (0.2%); reserve land – 623.4 thousand hectares (3.0%). The basis of the land resources used in the agro-industrial complex of the republic is arable land, meadows and land under permanent crops, which in general occupy 8387.1 thousand hectares, or 40.4% of the total area of land. The state owns 20683.6 thousand hectares (99.63%) of land, private property – 76.4 thousand hectares (0.37%) of the total area of all lands of the republic. In terms of environmental stability, the territory of the republic belongs to medium-stable territories, the coefficient of environmental stability is 0.63, and in terms of the degree of anthropogenic load – to territories with a relatively low anthropogenic load, the coefficient of anthropogenic load is 2.79.

Loss of the territory biological diversity is one of the most serious challenges for sustainable development of Ukraine. Solution of that problem is the essential constituent of the national ecological policy, which is focused on introduction of the ecosystem approach in all spheres of social and economic development, including protection of biological diversity. The goal of the article is to study some aspects of protection of the biological diversity of rural areas by means of ecosystem renaturalization by transforming degraded and marginal arable lands into forests, grassland and wetlands. The research proposes an organizational mechanism of increase and expansion of the territories with natural lands, which includes planning of land use, landscape and ecological zoning, territorial organization, evaluation of ecosystem benefits, land users’ motivation. The researchers stress on the necessity to create ecological networks and agroforestry. Such structural organization of rural area supports a balanced combination of the “human-land-ecosystem” system due to protecting the main ecosystem functions, i.e., provision of regulating and habitat services. While determining the directions of use of the land plots with degraded and marginal arable lands, the obligatory condition is to justify the benefits from those ecosystem services. To regulate the environmental land relations, it is recommended to introduce conservation easement.

The research studies the issue of ecological stability of rural territories that is the most important component of the national environmental policy of Ukraine. A special attention is paid to degradation of arable lands as the main ecological problem of land management. On the example of Lviv region, the authors calculated the index of ecological nonconformity of current use of arable lands, proving a considerable excess of permissible ploughing of lands in the region. The carried analysis confirms that no measures were performed concerning land protection, including conservation that in the recent years. In this context it is necessary to improve land resources management on the basis of sustainable development. Integration is considered to be the main principle of land resources management. The research proves that solution of ecological problems of land management requires achievement of a set of coordinated targets concerning development of rural territories, land resources management and national environmental policy based on the principles of suitable development. The targets include: planning of land use outside settled areas on the landscape and ecological basis; land inventory; formation of the land bank of agricultural lands; development and support of alternative kinds of activity on rural area; development of an efficient mechanism to encourage performance of land protection measures; improvement of environmental responsibility of population and development of ecological education. The methodological basis of the research is the concept of sustainable development, which expects support for a continuous character of development in order to meet the current needs along with ensuring the needs of future generations. The fulfilment of the task requires examination of scientific works on the issue of sustainable management of land resources and an ecological component of rural territory development.
