[Methodical approach to improvement of organization of land utilization and protection in erosion-unsafe agro-landscapes]

The search of effective methods of agricultural land protection from soil erosion under conditions of land relations’ reform in Ukraine is a complex ecological and economic issue requiring a system approach to its solution, adequate organizational and economic support and scientific argumentation. The topicality of the research is based on the importance of the problem of arable land protection from soil erosion, and its solution is related to ecologically safe land utilization keeping to the principles of balanced development of land management. The aim of the research is to develop scientific basis for the recommendations how to improve the system of erosion-safe agricultural land management under conditions of reforming land relations in Ukraine. The article presents scientific fundamentals of organization of erosion-safe land management in the context of the balanced development of nature management, analyses conditions of utilization and protection of land in erosion-unsafe landscapes; develop scientifically grounded recommendations as to improvement of a system of erosion-safe agricultural land management at a local level. In the process of the investigation a combination of methods were used: monographic, induction and deduction methods, system analysis, cartographic, experimental projecting. A contour organization of the territory is recommended to apply to protect arable land from soil erosion. Reimbursement of money payments and tax privileges can motivate landowners and land users to introduce anti-erosion measures. It is required to consider use value and non-use value of land resources in the process of their estimation for land payments.

In 2015−2016 the State University of Land Use Planning and land management faculties of higher educational institutions released the final mass enrolment of graduates who studied “engineer” qualification for five years. Starting from 2016−2017, bachelors and masters of land management began to leave the walls of the State University of Land Use Planning and land management departments of universities. Has the division into two parts - bachelor's and master's been justified? Basically, we can say that this is an international practice and we would not want to live separately from the international community, since we study foreigners from many countries of the world who want to receive education in a Western way; in addition, our students also study abroad. But, unlike the Western baccalaureate, we remain specializations. There are profiles in the undergraduate program: land administration, land management, real estate cadastre, urban cadastre, land valuation, real estate valuation, and so on, that is students receive professional knowledge. Mastership is designed to deepen them. But it is absolutely not necessary to choose undergraduate and graduate programs in the same direction, it can be changed. If a student is not satisfied with the direction or specialization chosen before, he can correct it by studying another mastership program. One undoubted positive consequence of Russia's accession to the Bologna process is the simultaneous assumption of international obligations to maintain the wide accessibility of higher education regardless of financial situation of young people. Europe seeks to provide broad social protection in this area, where Russia has been catastrophically losing ground in recent years. The United States, with all its wealth, has never tried to positively solve this problem and is not going to accept the Bologna rules, and they have enough compelling arguments for this. First of all, do we need a bachelor degree? How will a master match with a candidate of science? Today, the heads of land surveying firms and companies, sociologists, professors of universities as well as educational and scientific institutions are discussing this problem.

Aspects and factors of agricultural land transformation are analysed in the work. Taking into account the world experience of land transformation, directions for improving the development and control system of land management projects implementation in Ukraine are offered. The compliance issue by land users with established types of agricultural land according to the data of state registers is highlighted. Nowadays, land management projects that provide ecological and economic substantiation of crop rotation and land management make it possible to develop environmentally safe and economically feasible land use projects. In production, the above-mentioned projects are sometimes used to transfer ecologically stabilizing lands (pastures and hayfields) to arable land. This is controversial to all recommendations, conventions and programs that emphasize the need for reduced ploughing of the territory. It is necessary to improve the control mechanisms of crop rotation and agrotechnical environmental protection measures. The introduction of land plots agricultural passports is an important but insufficient measure. The remote sensing data of the earth and the use of modern geoinformation technologies should become part of the state control over compliance with land management projects. There is already experience of using various indices at the state level to decipher agricultural crops. As a result of the research, we came to the conclusion that the use of land remote sensing data and modern geoinformation technologies in land management will make it possible to bring the indicators of ploughed areas to a rational level, while not creating artificial restrictions on economic activity. The article discusses the prospects and advantages of using QGIS for solving spatial planning tasks. Attention is focused on the strengths of QGIS compared to other geographic information system software and the programme’s potential to eliminate the monopoly position in the market by well-known geographic information system software manufacturers. Even though QGIS is open-source software, this software product is generally not inferior to expensive geographic information system software. At the same time, the advantages of QGIS include cross-platform, rich functionality, the ability to use different geographic information databases, and the ability to connect and integrate various plug-ins into the programme. Particular attention should be paid to the ability to independently write plug-ins for solving specific highly specialised tasks in the Python programming language and their quick integration into the QGIS software environment. Examples of QGIS software for solving specific spatial planning problems are given. The possibilities of using QGIS in solving the issues of settlement planning, territory management, land management and environmental monitoring are considered. The conducted research gives grounds to recommend QGIS for wide application by developers of project documentation, as well as by executive authorities and local self-government bodies for analysing cartographic and project materials in making management decisions. This approach will help create a competitive environment among developers of urban planning and land management documentation. After all, today, many specialists cannot afford expensive commercial licenses of well-known geographic information system software developers. And any legislative requirements that oblige them to use them in practice lead to monopolisation of the market for these services by individual enterprises. At the same time, it has been proven that using the open-source geographic information system software QGIS will not lead to a deterioration in the quality of project documentation. The programme can ensure the proper quality, accuracy and interoperability of design and mapping materials created with its help and solve a wide range of tasks in spatial planning.

The study aimed to develop a methodology for determining zones of intra-field heterogeneity for precision farming. In this study, we took into account the Belarussian national land use system which provides for the absence of private ownership of agricultural land. The spatial distribution of intra-field heterogeneity zones within the land use area of 7549.49 thousand hectares was identified using the analytical hierarchy process (AHP). The algorithm for determining zones of spatial heterogeneity provides for: (1) the selection of indicators and their ranking; (2) developing a pairwise comparison matrix, (3) estimating relative weights and (4) assessing matrix consistency. It is recommended to use data from agrochemical soil studies which are conducted centrally every 4 years for each agricultural enterprise as input parameters. These data include the humus content in the soil, the content of available phosphorus and potassium, soil pH, and the content of B, Cu, Zn, Ca, and Mg. The data should be carefully examined using spatial statistics tools to provide a more accurate delineation of the management-zones boundaries. The developed technique makes it possible to determine fertile and marginal areas within each field and differentiate the use of fertilizers, taking into account the presence of intra-field heterogeneity. This will reduce the total cost of purchasing and applying phosphorus fertilizers by 34 $·haE−1 and potash fertilizers by 9 $·haE−1 due to the redistribution of the fertilizer dose calculated for the planned yield, taking into account the identified site-specific management zones. At the same time, the level of chemical pressure per hectare of arable land will decrease by 6.7% without loss of crops productivity.

The purpose of this scientific research is to reveal the theoretical foundations of modern land management and determine its tasks. The patterns of land management, its tasks and principles are formulated in the conditions of modern agrarian reform. The system of interconnected forecasting and design of land management development is proposed. The methodological and theoretical basis of research is a dialectical method and a systematic approach to the cognition of economic phenomena and processes. According to this method, all objects are viewed not in isolation, but in a reciprocal relationship and in the process of constant development. In the course of the research, monographic, abstract-logical methods, a system approach, comparative analysis, and expert assessments were used. The scientific research is based on the development of domestic scientists, the experience of land management in the Republic of Belarus, land-cadastral data, normative and reference literature. As a result of the research, it was established that in the conditions of the agrarian reform carried out in the Republic of Belarus land management is an effective mechanism for implementing state policy in the field of land management, regulation of land relations, organization of use and protection of land. Modern land management, based on the state strategy of land reforms, should have a concept of its development based on the laws, which were set in the work, as well as successful solve these problems. For the successful solving of the problems, it is important to revive the previously existing system of forecast and project of land management development in an improved form.

Scientific and technological progress does not bypass any industry, including the agro-industrial complex. With the development of technologies for remote sensing of the Earth, obtaining relevant information about the availability of objects of their condition and use, the introduction of advanced technologies and modern equipment in agriculture, the automation of land management processes, including land management, becomes urgent. Analysis of existing geoinformation systems allows us to conclude that the task of geoinformation support of land management in full in the form of an independent geoinformation system is absent. At the same time, in the considered complexes, there is a solution to certain land management tasks, such as the creation of digital maps of fields, anti-erosion organization of the territory, the construction of digital relief models, correction of soil maps based on satellite images, etc. The purpose of the article is to analyze information sources in the field of geoinformation support of the land management process in the Republic of Belarus, to identify tasks for the development of a comprehensive methodology for the implementation of digital land management in the Republic of Belarus.

The research studies the issue of ecological stability of rural territories that is the most important component of the national environmental policy of Ukraine. A special attention is paid to degradation of arable lands as the main ecological problem of land management. On the example of Lviv region, the authors calculated the index of ecological nonconformity of current use of arable lands, proving a considerable excess of permissible ploughing of lands in the region. The carried analysis confirms that no measures were performed concerning land protection, including conservation that in the recent years. In this context it is necessary to improve land resources management on the basis of sustainable development. Integration is considered to be the main principle of land resources management. The research proves that solution of ecological problems of land management requires achievement of a set of coordinated targets concerning development of rural territories, land resources management and national environmental policy based on the principles of suitable development. The targets include: planning of land use outside settled areas on the landscape and ecological basis; land inventory; formation of the land bank of agricultural lands; development and support of alternative kinds of activity on rural area; development of an efficient mechanism to encourage performance of land protection measures; improvement of environmental responsibility of population and development of ecological education. The methodological basis of the research is the concept of sustainable development, which expects support for a continuous character of development in order to meet the current needs along with ensuring the needs of future generations. The fulfilment of the task requires examination of scientific works on the issue of sustainable management of land resources and an ecological component of rural territory development.

Taking into consideration all the data of collectibility of land payments (land tax and rent), the dependence of collectibility of land payments on economic and geographical factors is analysed in municipalities of the Samara region. The factors are defined with the help of mathematical methods, which are closely associated with payments growth from the land area of a municipality and the number of residents. The dependence simulation of the level of land payments on geographical and demographic characteristics has been implemented in a municipality. This model allowed allocating ”normative level” for each municipal district which corresponds to the result of the ”average area” with given objective characteristics. This assessment allowed the authors to identify the areas with high and low levels of land payments collectibility. The efficiency assessment of municipality local governments in the Samara region on land management is made taking into consideration objective factors that limit their opportunities.

This research study explores urban planning for transport sustainability in two cities Kaunas (Lithuania) and Jelgava (Latvia). As part of the analyses, a transport sustainability was compared in relation to three main aspects – economy, environment and society. The aim of this research is to review the existing transport system in two cities – Kaunas and Jelgava, and to evaluate their sustainability in environmental, social and economic dimensions. The study is based on the information about configuration and location of the existing transport system in two cities – Kaunas and Jelgava. It is important to submit proposals to decision making bodies in order to improve sustainability of transport.
