The effectiveness of agricultural research in the national development of Trinidad and Tobago is examined. The general objective of the study was to develop an effective method for monitoring, evaluating and allocating expenditure in agricultural research. A critical appraisal of the existing research establishments and systems was done in 3 phases. Phase I evaluated the agricultural research and development subsector in Trinidad and Tobago over the recent past. Phase II focused on the evaluation of research and development at institutional, programme and project levels. The third phase conducted ex-ante analyses to test and validate the model developed in the previous phase. The research investments in agriculture, constraints to the conduct of research and effective professional time available for research are briefly examined
