It is considered of vital importance to overcome the basic factors responsible for the decline in the overall agricultural productivity in A.R.E. The most important of such factor is the deteriorating relationship between Landowners and tenants. According to the Agratian Redore law the rent of agricultural land is fixed as the maximum of seven times the amont of the basic tax levied upon such land. The law further provided for the punishement of landowners who charge more than this rate. In case of rent based on crop-sharing, it stipulated that the owner's share should not exceed one half after the deduction of all costs of production. The objectives of this investigation are: (1) to analyze and evaluate the present landowner tenant agricultural policies, (2) to find rules which can guide the policy markers to establish sound relationship between landowners and tenants to ensure higher rates of agricultural development in A.R.E.
