The European Economic Community (EEC) is today one of the largest sugar producers in the world, with a production of 15 million tons or 15% of the total sugar production in the world. Sugar production of the EEC is greater than the consumption, and the annual surplus comes to 4-5 million tons. This is why the system of quantitative regulation of production, i.e. the system of double prices, was applied. The price was guaranteed for those who produce a quantity in accordance with the regulations, and it was considerably lower for those who produce quantities of sugar which surpass those stated in the regulation. World sugar production is more than 100 million tons, while consumption is less than this quantity. Stock-piling occurs and in recent years, sugar prices have drooped in the world market.
