In fisheries, traditional emphasis of management programs and research has been on managing the resource rather than managing the people who make use of the resource. This emphasis has led to several misconceptions associated with objectives and mechanisms of fisheries research, training, development and management programs. In this paper, the nature and character of the fisheries management problem were discussed. The need for the basic requirements of an integrated approach to fisheries management were argued and presented.
