Examines several constraints to the development of by-catch industry and suggests that presorting, outboard storage systems will reduce handling time and improvements to fishing gear and provision of onshore processing facilities would result in greater efficiency in utilization. Emphasises the need for product development, including testing and evaluation, and market studies for non-traditional products. Suggests that economic studies, involving cost benefit comparisons, and data collection for assessment, management and monitoring, be undertaken to increase recovery of catch.
