Non-traditional agriculture: more questions than answers

The Jamaican economy poised to decline in 1981 focussed serious attention on the development of the non-traditional agricultural sector. This new thrust detailed in a plan called AGRO-21 emphasised new viable commercial projects for export to non traditional markets or import substitution. It also aimed to create a new class of commercial/capitalist producers on medium to large scale holdings. It is expected that the AGRO-21 programme will play a leading role in the proposed modernisation of the entire agricultural sector via the introduction of new and advanced technology combined with anticipated inflows of foreign capital. In addition, generate employment and foreign exchange. Operational constraints on the growth of non-traditional agriculture include: domestic supply, cost of production, domestic resources, marketing and a foreign resources constraint. The non-traditional agricultural development is designed to facilitate maximum private sector participation. The paper concludes that the rural peasantry who needs the most help will benefit the least from the AGRO-21 programme. In examining the feasibility of the programme it was concluded there are more questions than answers and the need for more research was highlighted.
