Ready availability of food at the regional, national and household levels is of crucial importance in any attempt to correct the nutritional imbalances identified among the population in the Region. Food must become available in increased quantities at the appropriate time, place and price. The major problems affecting the above situation, lie both in the areas of production and marketing. In the case of production, the domestic food producing sector has failed to provide adequate supplies of food commodities to meet the needs of the population. Similarly, there have been low volumes of output of export crops which still continue to be a major source of foreign exchange earnings in nearly all the Commonwealth Caribbean countries. The existing domestic marketing system is incapable of delivering food commodities to consumers on an efficient basis. Export crops face steadily declining terms of trade on the international market. The overall objective of this programme is to increase the production and availability of food in the Region such that there is less dependence on external sources for these supplies. Self-sufficiency and self-reliance are two important issues that must be considered in any strategy designed to achieve this objective. But in order to attain any degree of self-sufficiency, and self-reliance there may well be the need to consider several options. Two of these are: (i) restructuring food supply to meet current and future demand; and (ii) adjusting consumption patterns in line with potential supply.
