These guidelines were prepared by the Standing Committee on the Environment to draw attention to the unacceptable state of environmental management in Trinidad and Tobago. The committee recommended that early consideration be given to drafting an environmental act which would enable the Minister of the Environment to coordinate environmental functions of existing agencies through a National Environment office (NEO). Draft proposal of a functional and organizational structure for National Environmental Administration in Trinidad and Tobago is also provided.
