Although beef cattle production is a promising sector especially in mountainous or remote regions, this sector of farming must become more profitable. To achieve this objective, it is necessary to set up a structure for the producing areas. On the other hand, owing to the characteristics of this sector, artificial insemination, animal breeding, and veterinary services should by provided by regional organizations. Therefore it is important to establish organizations with such functions to support family farming. At the same time those organizations should take initiative in the formation of producing areas. In this paper, with Kochi prefecture as an example, the author tried to define the role of these support organizations in the promotion of beef cattle production and to determine how to establish them. In former studies on regional agriculture, the issue was approached from the local point of view. However only with the differentiation of the characteristics of farm households the role of the functional activities as studied here may become more important. In former studies, the formation of a support organization and the conditions of formation had not been sufficiently considered in taking account of the producing area as a whole
