A numerical seepage analysis which integrates both saturated and unsaturated flows can offer a realistic prediction of moisture movements in soils such as embankment dam, natural slope and irrigated field. The analysis needs the moisture properties of unsaturated soils as input parameters which has never been required in the classical saturated seepage analysis. A laboratory apparatus to measure the unsaturated moisture properties of soils is developed and its performance and accuracy are investigated. One of the features of the apparatus is the use of the radio isotope (RI) method to measure water content and of the instantaneous profile method to calculate the hydraulic conductivity. The calibration tests and laboratory experiments show that the apparatus developed provides the reliable accuracy in determining the unsaturated moisture properties of soils. Analyzing the data both measured in the experiments and published in the literatures, it is also shown that the Irmay-type model can describe fairly well the unsaturated hydraulic conductivity
