Focuses on the problems that two of the reefs face in terms of management and conservation strategies in Antigua and Barbuda. These problems are both natural and manmade and include hurricanes and ground swells, fishing, mooring, anchoring and tourist related activities. Recommends revising of the Marine Area Act and designation of a statutory body to enforce the act. Also necessary for a committee or board prohibiting fishing and removal of aquatic marine organisms from marine areas, surveillance by coastguards, controlled usage of reserves, public educational programs and the establishment of more marine areas
