Eleven main issues on poverty alleviation in Bangladesh

The main issues on poverty in Bangladesh seem to be as follows: (1) are the poor in Bangladesh assets or liabilities? (2) what should be the principle of resource allocation in Bangladesh? (3) why resource allocation is balanced against the inefficient group? (4) how to curtail the power of the rent seekers relative to the power of the risk taker? (5) can a change over of the development strategy from import substitution oriented to export promotion oriented market economy be a sufficient instrument for more efficient resource allocation? (6) can the resource allocation be raised in favour of the poor without organizing themselves into their interest groups? (7) can the role of democracy be in giving the benefits of development of the poor? (8) how to raise the bargaining power of the poor so that they can claim effectively their share in public resources? (9) can the financing to political campaign by the rent seekers during election in most developing countries be stopped? (10) what can be done in the interim period, given the existing socio-political and economic constraints to development to meet the present situation? and (11) can we produce more social activists than consultants? The issues raised above should be verified on top priority basis and the actions suggested may be examined critically.
