People living in agricultural and mountain village regions who engage in agriculture and forestry production play a large role in the maintenance of the regional environment. An indepth survey covering a wide area was made to find out and analyze the opinions of the urban and rural people about their lives and agricultural forest production. Their opinions will serve as a premise for considering a new policy for rural area settlement. Base on the results, there is a large possibility that both types of communities will cooperate. Although some people from the rural area are apprehensive, most are willing to accept the transfer of people from urban areas. Likewise, many of the urban people who are willing to transfer requested some kind of an acceptance condition. Few go for unconditional transfer, but considering urban areas having large populations, such a percentage is significant. With positive opinions from both areas, it can be concluded that there is a possible transfer of urban people and rural areas can expect a large number of newcomers coming from the cities
