The concerns of the states of Mashreq and Maghreb region regarding efficiency, equity and sustainability issues are translated in the wealth of instructional and legal reform that they carried out in their different countries. The mechanisms are similar but differ very much in the rights they granted to the local communities and individuals. These rights have direct effects on farmers and on communities possibility to improve their resources. This study investigates the property rights on land improvements and income shares between cropping, livestock and off-farm income.
