The objectives of reforms in Estonia's agriculture after regaining independence and restoring the private ownership of land and properties are explained. The problems of responsibility for the invested financial resources and for the people employed in agriculture are discussed. The results of investigations carried out on the evaluation of the labourers' technical skills and their sense of responsibility are analysed. The proper use of the labour force as well as the problems of its aging in the rural districts are considered.
