Settlement of food security problem and taking a stable position in the international labor distribution, that is incorporated in the Concept of Agrarian Policy, cannot be achieved without improvement of soil fartility and effective functioning of irigation and draining system.Getting of high and quality yields,introduction of new cultivated practices can be achieved only on ameliorated lands. The first stage of agricultural reform is in the phase of completion. The sub-sector of amelioration is gradualy overcoming the crisis; Proper implementation of reform, existence of legal and normative bases created favorable environment for foreign investment and implementation of intgrated rehabilitation activites on amelioration schemes.The second stage of reform will soon start, that incorporates privatization of internal, distribution schemes of Amelioration Fund and introduction of market economy principles.
