Research and development and other interventions for alleviating the damaging effects of drought in the Philippines

Natural calamities in the Philippines seem to occur more frequently and their disastrous effects tend to become more and more serious. This is observed in the case of both typhoon and drought occurrences and the damages resulting from these calamities. The paper presented some basic knowledge about drought, its causes, classification, signals of occurrence, its start and end period, and the trends of occurrence. Intensity of damages caused by drought particularly on agriculture, were assessed. Assessment showed significant contribution of drought to crop production losses, primarily on rice and corn. Remedial measures and other government interventions came in terms of provisions of facilities, implementations of different programs, formulations of relevant policies, enacting supportive legislation, and developing and disseminating scientific information and technologies resulting from research and development (R and D). Water management and conservation measures were likewise presented. Moreover, a proposed R and D agenda to address the recurring effects of drought was recommended
