In the Philippines, R & D [research and development] in organic agriculture is conducted mainly by NGOs/POs [nongovernmental organizations/provincial officers], a handful of academe and the government, to some extent, through the National Agriculture and Resources Research and Development Network (NARRDN). NGOs and POs have contributed a great deal in R & D particularly in the conduct of case studies on OA/SA [organic agriculture/sustainable agriculture] experiences, farming systems and agricultural policies. NARRDN's R & D efforts are not necessarily intended to satisfy the requirements of organic agriculture but mainly to reduce to an economic level the use of chemical inputs and for the rehabilitation and conservation of natural resources. On the whole, R & D efforts in organic agriculture by all sectors are fragmented and are mostly completed in the short term. The foregoing scenario calls for concerted efforts in R & D which would necessitate the formulation of a National Research and Development Program for Organic Agriculture with the following components: 1) Baseline Survey, Documentation and Consolidation; 2) Participating On-farm Research, Trade and Verification, 3) Product Development Research; and 4) Marketing Appraisal and setting up of a Market Information System
