System of dynamics of Colorado potato beetle population management is proposed. For optimization of the protective measures carried in a specific agrocoenosis, it is represented as a complex of pest phenology forecast, its number and harmfulness. For management the phytosanitary situation in the region the algorithms of long-range and long-term forecast are proposed. The information basis of a system consists of the input form on pest population composition record and also basises of hydrometeorological data and ecological rate fixing of pesticides
