The results showed that farmers and traders were still not prepared for the onslaught of the La Nina phenomenon. They still lack postproduction facilities and equipment, particularly dryers. Although the respondents said they could cope with the disaster but they still expect the government to assist them. They asked for a low-interest financial assistance, low-cost or free facilities for their postharvest operations, and a technician who will help them in determining how to minimize or eliminate pest and diseases. The survey also came up with estimations of the gap in the drying capacity requirements for Central Luzon. The estimates show that it would cost around P539.77 M to fill this gap
