The planning and designing of agricultural research buildings requires exposure to and involvement of scientists and research managers in recent expositions in facility upgrading and improvement. This paper discusses PCARRD's roadmap/blueprint on the development of building program, selection of architects, construction procedure and documentation, managing construction and cost estimation based on the International Service for National Agricultural Research (ISNAR) guidelines in the planning and designing of facilities for agricultural research. The blueprint emphasizes that the responsibility in the designing and planning of a research center is not lodged with the research director or manager alone. It is a unified effort of the target users, the scientists and the research manager. Consideration should also be given to providing ready access to utilities. After completion, a preventive maintenance program should be in place. PCARRD's Infrastructure Maintenance and Improvement Program was conceived mainly for the improvement and enhancement of facilities that would ensure the conduct of quality research activities. The program provides grants for infrastructure and facilities to the member agencies of the National Agriculture and Resources Research and Development Network (NARRDN)
