Strengthening linkages in research and extension: an institutional analyses of selected cases in the Philippines

Findings showed that the most significant production technologies which influence the yield level of farmers were use of high yielding varieties and use of quality seeds. In predominantly rice-based farming systems study sites, the application of cropping patterns and synchronous planting played significant roles. There was plurality of extension providers such as the LGUs [local government units], SUCs [state universities and colleges], private organizations, national government agencies (NGAs and the progressive farmers themselves). The major source of agricultural information was the municipal LGU. Hence, strenghtening the LGUs capability along management technologies, problem solving, decision making, facilitating, negotiating and participatory development is necessary. Under rice-based farming system, PhilRice [Philippine Rice Research Inst., Munoz, Nueva Ecija, Philippines] was the primary source of technologies. In case of corn-based farming system, private seed companies were the source of technologies. Formal documentation of farmers' feedback on their experiences on technology tried on-farm was almost nil. Institutionalized public fora were limited. There were multiple levels of linkages. Formal linkages were executed at the level of heads of agencies. However, formal linkages alone does not always guarantee functionality because implementation protocols were not followed due to delayed release of funds and poor personal relations of linkage actors. The sustainability of linkages were untenable as long as they remained ad hoc in nature. Functional linkages only existed under formally funded programs
