Effects of manpower depletion in PCSIR [Pakistan Council of Scientific and Industrial Research]

Manpower-depletion and induction-rates in the Pakistan Council of Scientific and Industrial Research (PCSIR) for the past five years are presented. The deleterious effects of rapid depletion, unconcerned attitudes and policies for fresh induction and non-availability of training facilities of required standards are also discussed. It is stressed that serious efforts need to be directed to accelerate not only the induction of scientific manpower, but also to train it for meeting the requirements of the premier R&D organization of the country that has fast deteriorated in the past few years for want of policy planning, leadership, facilities and declared objectivity. The PCSIR is a multidisciplinary organization in character and the range of its R&D activities is rather wide and complex. Because of the many changes that have taken place in the past three decades, the organization needs to review the character of its activities. It is, therefore, necessary that PCSIR re-writes its objectives with a well- directed emphasis on industrial projects relevant to its expertise. The re- orientation must also plan for the adoption and utilization of the technical knowledge of the emerging technologies, in addition to the already emancipated technical skills existing in the country.
