The basic phases in the creation and carrying out the aims of forestry policy are as follows: phase of creation, phase of execution, and phase of satisfying the demand (achievement). The main characteristics of the first phase are: a wide range of participants in the definition of needs relating to forest resources, professional approach in the assessment of the status, finding the laws of the changes, and precise definition of the aims of forestry policy (based on the confrontation of demands and actual condition). The second phase is characterized by the systematic and consistent application of all the predicted means and measures, while in the third phase, along with satisfying the demands, the results are summed up, and the degree of demand fulfillment is evaluated in relation to the expenditures.
