In this paper author starts from the premise that the basic precondition for environmental development is implemantation of strategies which enables resource saving. A special attention is attached to display of various interpretation regarding the implementation of waste reduce strategies in high developed countries (the 3R concept). Recycling of one of the most important strategic variant of waste reduce. Author advocate the formulation of national program for integrate waste management which will enables effective actions at all levels in this field.
