The years 1993-2000 are characterised by significant fluctuation in production of sugar-beet and sugar. Growing areas decreased and yields per hectare and production levels of sugar fluctuated. Up until 1996, production was not sufficient to cover domestic consumption. However, in 1996 we came to an important turning point, when the Slovak Republic became self-sufficient and supplies of sugar were ample enough to cover our own needs and enable us to export sugar for the first time. In the period between 1993-2000, sugar-beet input costs increased from double to fourfold, i.e. while the price of sugar-beet only increased by 25%. Sugar-beet growing was profitable until 1997. But in 1997 and 1998, sugar-beet growing showed losses because of the high increase in the cost of sugar-beet production per ton. In 1999, situation was more favourable and profitability was reached without subsidies. During the studied period, the volume of sugar export went as low as 165.6% less than import. A positive trade balance in foreign trade in sugar was reached in 1997 and 1998. Assurance of profitability of sugar-beet growing and sugar production and protection of domestic market towards excessive imports of sugar are the roles of the market regulation for sugar. The market regulation for sugar has been issued by the Ministry of Agriculture of the Slovak Republic and it regulates and strengthens the market with sugar-beet, sugar and iso-glucose
