Many countries in trasition would like to become members of European Union (EU), and World Trade Organization (WTO). In order to achieve their goals these countries have to put in order the situation in their agricultures, i.e. seed science. The first step towards approaching EU is harmonization the law regulative with that in EU in order to obtain memberships in important international organizations. The second step is observation of situation in seed science in countries in transition, existing law regulative in seed science, and existence of institutions for preservation of plant and animal resources. The third step is establishment of national and regional seed organizations. Process of harmonization of law regulative with that in EU countries, as well as process of obtained membership in international organizations such as: UPOV, OECD, ISTA and ISF are currently taking place in countries in transition. The membership in the above-mentioned organizations in obligatory if system for seed certification is to become harmonized (variety approval, variety protection, and seed production). Advantage of being in EU relating to developing countries lays in good organization and connection of institutions at all levels. Process of trasition for some countries was completed in May, 2002 (Czech Republic, Slovakia, Latvia, Lithuania, and Hungary), while others will have to wait from 5 to 10 years, depending on their adaptability, to become the EU members.
