The first space and town plans in the Province of Vojvodina and Panonian basin were made by the Austrian army engineers on the moor land the Turks had to abandon after the fiasco Vienna steige 1683 and with the advencement of Austrian troups to South. They were planned settlements only on the dry elevated grounds as they would be safeguarded of river flood, large swamps, intense rains and high groundwater (Kikinda, Ilandza, Alibunar) as Nikola Mirkov showed in his Institute. In the settlement developments it is still today, often an environmental problem.
