Estonian agriculture after accession: CAP impact
2003
Sepp, M. (Estonian Agricultural University, Tartu (Estonia))
From the aspect of prices (input, output and consumer prices) in the unification process Estonia and other candidate countries must avoid a rapid prices jump after accession. Relative stabilisation of consumer prices for sensitive commodities is achievable through private stocking before the accession. The second opportunity is to use consumer price support during a certain time period. To create the equal competition conditions between the all member states on the background of the disproportion of direct payments for the accessing countries it is extremely important to maintain their national support systems on the permitted level. For harmonisation of the structural and technological conditions in agriculture Estonia and other candidate countries must apply significantly larger support from structural funds compared to the present member states
