Promotion of the production of wheat and soybean substituted for rice

This paper analyzes the production trend of wheat and soybean after the latter half of the 1980's and clarifies conditions of the expansion of these crops production. The conclusions are as follows. 1) The profit of wheat and soybean production per one hectare has increased, because the subsidy for these crops rose under the New Rice Production Adjustment Policy. Rice farmers should decide whether they grow wheat and soybean, considering managerial resources of their farms and profitability of wheat, soybean, and rice. 2) In order to supply high quality wheat and soybean steadily, agricultural cooperatives and other agriculture organizations should encourage large-scale farms, promote effective land use, maintain soil fertility, and reduce production costs. 3) The farm gate prices of domestic wheat and soybean are still lower than the production costs, because a large amount of wheat and soybean is imported at low prices. To compete with low price imported wheat and soybean, the government has to establish effective price or income support systems so that large-scale paddy farms can continue to grow these crops.
