Summary The Republic of Korea developed an agricultural structure policy to protect their agriculture in 1990's, because it required a release of the agricultural products market by becoming an advanced country. Then, though many large-scale farmers appeared, it isn't clear how they could actually attain the present management scale. The purpose of this paper is to explain the formation process of the present large-scale farmers, and also analyzes the condition of scale expansion. At the time, large-scale farmers were the comparatively young age under 60 years old and their numbers, expanded rapidly after 1995. At the same time they purchased agricultural machines too. Agricultural policy greatly contributed to the formation of large-scale farmers. But it upsets agricultural structure on the other hand, and the management of large-scale farmers is severe.
