Abstract Irrigation districts manage most of irrigation and drainage facilities whose function is not only for farming but also for other functions, for example, the drainage of housing area and the leisure of residents. Such situation has caused serious problems in farmer's financing, as only farmers, not but other residents, pay the cost of the management for these facilities in Japan. So today it is very important to develop studies on a new beneficiary expences method in order to make use of multifunctionality of these facilities. So this paper focuses study on the beneficiaries and their cost allocation of irrigation districts in Japan and California state.
