Use of crop residues for fuels has a long tradition in the agricultural area of Yugoslavia - the province of Vojvodina. After the breakout of the first World energy crises, the provincial government stimulated the re-introduction of crop residues as fuel. In the last twenty years a lot of different thermal plants have been developed and applied in practice. Measurements have shown that most of the plants have low thermal efficiency. Low efficiency is also a signal for high emission of pollutants. It causes financial losses and environmental problems. There are no domestic legislative and professional guidelines related to this issue. The aim of this paper is to propose specific conditions for future organization of thermal plant testing, as well as for creation and application of domestic legislation. Also expected are recommendations for desirable range of efficiency and emission pollutants in plants.
