The paper presents an overview of past and present erosion and torrent control method and procedures. It discusses the legal framework for the implementation of erosion and torrent control based in the currect Water Law, as well as improvements in this area which are envisaged in the proposed new Water Law. The paper specifically discusses the financial aspect and identifies a large disproportion between past and recent investments.
