Accession to the WTO in its essence represents a process of acceptance and adherence to the rules and regulations of this organization. As it regards the field of agriculture this process involves modification of the domestic regulations in following areas: market access, price and income support, and export subsidies. In addition to these measures, accession to the WTO inherently involves the development of the efficient system of sanitary and phytosanitary measures. Simultaneously with the application for the full membership with the WTO Serbia and Montenegro is in a process of negotiating the Stability and Association Agreement with the European Union. Prior to undertaking the trade and tariff negotiations, both with the EU and the WTO, it is of vital importance that there is an agreement regarding unified trade and tariff regulations between the member states of the Union of Serbia and Montenegro.
