In the present research, an analysis was conducted of policies and measures to activate urban agriculture, focusing on the exchange between urban agriculture and residents in the cities. The outlines of the results are as follows : 1) Results for the difference in effectiveness for regional activation policies that center agriculture, in which farmers and the government administration are involved, reveal a low appraisal from the government's side regarding the effectiveness of preserving the scenery by residents' participation ; urban agriculture carriers, and tradition/culture. 2) The results considered as a whole demonstrate the difference in the evaluation of effectiveness in regional activation policies, which center on agriculture by groups that give importance and weight to the exchange between urban agriculture and residents, and other groups. They also show that there is a high appraisal considering the effectiveness for various measures in urban agriculture's resources and policy's successor. However, the results also reveals a low appraisal for groups which do not consider the exchange between farm village and city to be important. 3) For the evaluation regarding the importance of the exchange between the urban agriculture and residents, the analysis was conducted by a qualitative preference model which stipulates evaluation for every regional activation policy. As a result, urban agriculture carriers and residents involved in the exchange through educational activities and agricultural products, revealed that effectiveness of the exchange between farm village and city, and exchange activities are being regulated by various generations.
