At the present stage of development the new innovational model of development of the economy, being by consequence of transition to domination in economy of such elements as information and communication technologies, an external and internal transfer of innovations, development of the market of innovations and the intellectual property is formed. For Belarus the need for innovational economy amplifies on the one hand, a competition of the western firms from the point of view of a high technological level and quality of production, and, on the other hand a price competition of the countries of Asia based on a cheap labour.
