General inclusion - a strategic prerequisite for development of information society

The article analysis principal necessity of involvement of everybody in the common EU's knowledge-based development process. Inclusion of all persons who live and work here becomes increasingly central for Baltic States that have limited human resources. Advanced ICT are supporting development policy in total; ICT assistance to achieve social inclusion of all population (e-inclusion) is an important strategic issue.
