Opportunities for organic farming financing in Bulgaria

Organic farming stabilizes the ecosystems, preserves and recovers the natural resources , supports the rural development and the overcoming of the existing process of rural land abandonment. It increases the income of the population via introducing of new developing markets of quality and healthy food and decreases the unemployment. The purpose of the paper is to present the situation and opportunities for financing Bulgarian organic farming and to suggest trends for its expansion and enhancement. One of the opportunities for funding is the Program for rural regions development (2007-2013) Acquis 2 - Natural resources preservation and environmental defense in rural regions. Around 40% of the budget under this acquis is allocated for activities defined in the National Agro-ecological Program, 25% are for support of NATURA 2000 and 35% are for activities linked with land use in non-favored regions. Another source for funding the development of the organic farming production is the Enterprise for Management of Activities for Preservation of Environment with the Ministry of Environment and Water offering credits without interest rate and free help for organic farming projects, for ecotourism. Banking credits are the next source for funding organic faming production. Foreign governmental and non-governmental organizations support the development of the organic farming via offering free funding and targeted credits. On this basis the possibilities for enhancing the funding of the organic farming in the country might via creation of special tax stimulus and other stimulating activities for the organic farming producers; help of the agricultural producers during the conversion period; financial help for the import of bio-fertilizers, raw materials for organic farming; improvement of the coordination between the respective institutions; establishment of special designed credit products for financing the young producers; use of the opportunities of the information and communication technologies for joint advertising work.
