Actual problems of rural development in the European Union countries are analysed. Analysis of the following changes taking place in the EU because of countries transmission from the agrarian usage of rural areas to the diversification of rural activity is presented: diversification of labour market; multifunctionality of rural areas; economic perspectives for the farmers; severe requirements to foodstuffs quality; introduction of the new systems of telecommunications industry; strengthening of state authorities role. Assessment of the EU programs for the negotiation of underdevelopment of rural areas directed towards diversification, support of small and medium-sized enterprise, staff training, development of technical and social infrastructure of rural areas and protection of environment resources is realized. Description, participants and realization techniques of the following modern programs of rural areas development regulation in the EU are analysed: Program of agricultural enterprises development; Program of consultation and planning for the newly created diversified agricultural enterprises; Program of professional staff training; Grants for the processing development and marketing of agricultural products; Program on rendering assistance to the associations of green vegetables and fruits producers
