Theoretical and methodological questions of formation and function of the system of the food safety including regularities, principles, factors of enhancement of efficiency of agricultural production, growth of products competitiveness, stable development of the agroindustrial complex and improvement of the market mechanism of management, production of ecological safe, competitive food products and agricultural raw materials are presented. Methodological aspects of systems stability are considered with the allowance for problems of innovative development, improvement of the food policy including agroindustrial, food, price, financial, credit directions as well labour motivation and stimulation. Complex of measures providing stable function of food system is shown. This system is based on the rational use the productive potential of the agroindustrial complex, development of patterns of ownership and management, change of social and economic relationships, improvement of cooperative and integrative productive connections, management, planning, prognostication and accounting. The complex of measures is analyzed and offered from point of adaptation to market conditions and necessity of integration in the world economy
