This paper aims 1) to outline the reason why Arbor Day and school forests reappeared in the postwar Showa period, despite the fact that they had been tools of the national mobilization system in the prewar Showa period, 2) to find what communities expected from school forests, observing the movement of property rights of school forests, accompanying by the consolidation of municipalities after 1 958, 3) to explain why school forests declined in number and quality after the consolidation of municipalities and to report on new trends in school forests, which are being set up for environmental preservation or education.
