This paper follows the 'History of Fisheries Relationship among Japan, Korea, and China I' in the last number and traces the development of fisheries relationships in the North-East Asia since 1977 when a 200 miles zone was implemented up to the present. In 1977 Japan and North-Korea had settled a 200 miles zone, however Japan kept the conventional fisheries agreements involving China and Korea with an advantage to the flag country. Since the late 1990's Japan, Korea, and China had ratified the UNCLOS, and declared 200miles EEZ respectively. After rounds of serious negotiation the three countries came to conclusive agreement concerning fisheries based on EEZ institution each other. As a result, North-East Asia has been covered with EEZ. Such new relationships concerning fisheries have been characterized as provisional and irregular as a result of the different parameters regarding sovereignty each country insists upon relating to land, resources, and interests involving fisheries. This paper analyzes the process of forming new fisheries relationships at the point of negotiation and these relationships' characteristics. Further, we propose some methods for more maintaining rational sustainable fisheries in these areas.
