Based on a household survey in Anhui Province's Fuyang City, China, this paper investigates determinants of off-farm employment in rural areas with high population densities. We divide rural labor into six types and pay particular attention to analyze the factors which affect circular migration. An econometric model is constructed to evaluate the determinants of circular migration, local wage employment and self-employment. The results confirm the hypothesis that rural laborers can rationally evaluate human capitals and assets, and rural laborers choose their employment types by their human capitals and other resource. Rural laborers have fewer capitals than urban laborers, so they have to engage in competitive informal work in urban areas. The results suggest that it is not likely for farmers to get steady income in urban areas by circular migration, more investment is needed in rural areas.
